You can not apply the visa in Canada except you need to change your visa
type, say, you previously held an F-2 visa, but now you can apply for an F-1
at Canada. If you are now in F-1, and you go to Canada, the US consulate
there will not grant you a visa since you don't need it to come back to US.
Even in that case that you want to change your visa type, they are reluctant
to do this for you. But my friend did so successfully (I mean, change visa
type), so you can try, and you have a big chance to succeed.

BTW, an F-2 visa holder needs his/her spous, who is the F-1 holder, to
accompany him/her to Canada, otherwise, he/she will have trouble obtaining
the tourist visa of Canada.
