Run the self-extracting ij130.exe, specifying to Unzip to
  C:\Program Files
 
Edit the Properties of the ImageJ shortcut in
  C:\Program Files\ImageJ
    Target:   
      "C:\Program Files\ImageJ\jre\bin\javaw.exe" -mx256m -cp
ij.jar;jimi.jar; ij.ImageJ
 
      In this case, the above specification of 256 configures
      the program to use 256 MB for ImageJ.  The value should
      not exceed 2/3 the amount of built-in RAM.
 
    Start in:
      "C:\Program Files\ImageJ"
 
Copy this shortcut into a new Folder, 
  C:\Documents and Settings\All Users\Start
Menu\Programs\ImageJ
 
  Rename the icon ImageJ 1.30.
 
  Change the icon for this shortcut so that 
    File name:
      C:\Program Files\ImageJ\ij-icon.ico
 
Copy the shortcut to the Desktop. 
 
Use a Zip extracting program to extract ucsd-plugins.zip into
the directory,
 
  C:\Program Files\ImageJ\plugins
