Dear Director Gonzalez:
We urge you to ban the use of "stun belts" by the U.S. Marshals Service. Amnesty International believes the use of stun belts to constitute a form of cruel and unusual punishment and the devices should not be used under any circumstance. The stun belt's use is in direct contravention of international standards on the treatment of prisoners and we ask you to immediately ban its use in federal jurisdictions.
